Willie Cowan is the Deputy Director, Criminal Justice Division , in the Scottish Government. His role includes Criminal Justice Reform; Criminal Law and Practice; Justice Digital Strategy; Justice Systems Planning; Human Trafficking; Victims and Witnesses and Domestic Abuse. His previous roles include Deputy Director in Marine Scotland with both policy and delivery responsibilities; Deputy Chief Executive of the (then) Scottish Fisheries Protection Agency (a specialist reporting agency to COPFS), and 5 years in a senior operational role in COPFS.
